ACCOUNTING

The Accounting Department manages the City of Cullman’s financial records with a strong commitment to accuracy, transparency, and accountability. As the central hub for municipal financial operations, the department oversees all revenues and expenditures, maintains detailed records of the City’s assets and liabilities, and ensures that financial activities are conducted in accordance with state and federal laws, governmental accounting standards, and internal policies. This work provides the foundation for responsible decision-making, long-term financial planning, and the continued fiscal health of the community.

Under the leadership of Chief Accountant/Treasurer Kayla Johnson, the department’s responsibilities include:

  • Preparing, reconciling, and maintaining the City’s general ledger and comprehensive financial reports, which serve as essential tools for leadership and auditors.
  • Processing invoices, purchase orders, and vendor payments to ensure timely and accurate disbursement of City funds.
  • Tracking and managing fixed assets, capital projects, and property records to maintain a complete and compliant inventory of City resources.
  • Administering grant funds, monitoring reporting requirements, and ensuring compliance with all funding guidelines.
  • Coordinating with external auditors during the annual audit process and facilitating access to financial records, reports, and documentation.
  • Supporting all City departments by providing guidance on accounting procedures, budgeting practices, and adherence to sound financial management standards.

By maintaining accurate records, promoting transparency, and upholding the highest standards of financial stewardship, the Accounting Department plays a vital role in ensuring that the City’s resources are managed responsibly and effectively for the benefit of Cullman residents.

CITY TREASURER

The City Treasurer, appointed by the City Council, serves as the custodian of all City funds and plays a vital role in safeguarding Cullman’s financial stability. Kayla Johnson currently serves in this role, providing oversight of the City’s financial operations and ensuring that all resources are managed responsibly and in accordance with state and local requirements. Her work supports long-term planning, day-to-day fiscal management, and the financial transparency expected by residents and elected officials.

The Treasurer’s responsibilities include:

  • Maintaining accurate records of all City funds and departmental accounts.
  • Tracking, analyzing, and reporting on the City’s overall financial condition.
  • Advising the Mayor and City Council on investments, cash flow, and financial planning initiatives.
  • Overseeing the receipt, disbursement, and proper use of City funds.
  • Working closely with auditors to ensure full compliance with financial procedures, regulations, and best practices.

Through diligent oversight, careful analysis, and a commitment to open and accountable financial management, the City Treasurer helps ensure that Cullman’s finances remain strong and well-positioned to support the community’s needs now and in the future.
