Mayor & City Council

The City of Cullman operates under a Mayor–Council form of government, consisting of a Mayor and a five-member City Council. Both the Mayor and Councilmembers are elected by popular vote to serve concurrent four-year terms, with municipal elections held every four years in August.

The City Council serves as the governing body of the City, holding all legislative and policy-making authority. Acting through ordinances, resolutions, and motions, the Council adopts the annual budget, confirms mayoral appointments, and addresses matters of fiscal and operational importance. Additional responsibilities include appropriating and issuing bonds, awarding contracts, levying property assessments, and overseeing the leasing or disposition of City-owned property.

The 2025–29 City Council was sworn in on Monday, November 3, 2025. Members are:

Council President is Kim Hall. Council President Pro-Tem is David Moss. Mayor is Woody Jacobs.

The Cullman City Council meets on the second and fourth Monday of each month at 7:00 p.m. in the City Hall Auditorium, unless otherwise announced. A work session is held at 6:00 p.m. in the auditorium prior to each City Council meeting. All City Council work sessions and meetings are open to the public. City Council meetings can also be watched live on Facebook.

2025-29 Administration

Kim Hall
Council President
Place 5 (General Government)

Kim Hall was elected in August 2025 and began serving her first term on the Cullman City Council on November 3, 2025. She currently serves as City Council President. A lifelong educator, Kim served the Cullman City School System for 30 years, including serving as Cullman High School Principal. She has also worked as a state and national school improvement leadership consultant.

Kim and her husband, Mark, own Cullman AutoMall and are active members of Temple Baptist Church. Kim strives to serve with experience, transparency, and a strong commitment to Cullman’s future.

Kim is also the Chairperson of the Council’s General Government Committee.

 

David Moss, Jr.
Council President Pro-Tem
Place 2 (Tourism)

David Moss, Jr. was appointed to the Cullman City Council on November 5, 2018, to fill the unexpired term of Garlan Gudger, Jr. He was later elected in August 2020 and began his first full term that November. After his re-election in August 2025, David was sworn in for a second full term on November 3, 2025, and now serves as Council President Pro-Tem.

During his time on the Council, David has remained committed to helping Cullman grow and thrive while preserving its strong sense of community. He focuses on building a bright future for citizens of all ages, emphasizing progress that benefits both current and future generations.

David also serves as Chairperson of the Council’s Tourism Committee.

 

Chuck Shikle
Council Member
Place 1 (Public Safety)

Chuck Shikle was sworn in on November 3, 2025, to begin his first term on the Cullman City Council. A U.S. Army veteran and retired Cullman Police Officer, he brings over 25 years of public service to the role.

During his law enforcement career, he served in the bicycle, K9, patrol, and investigations units, later becoming a shift supervisor and leading the School Resource Officer (SRO) and Park Police programs.

As a Councilmember, Chuck prioritizes public safety, small business support, and responsible growth that preserves Cullman’s values and community spirit.

Chuck also serves as Chairperson of the Council’s Public Safety Committee.

 

Jason Willoughby
Councilmember
Place 3 (Public Works)

Jason Willoughby, a sixth-generation Cullman resident, was elected in August 2025 and sworn in on November 3, 2025, to begin his first term on the Cullman City Council. A devoted husband, father, and local business owner, he brings 36 years of experience in the transportation industry, where he learned the value of customer service and community connections.

As a Councilmember, Jason is committed to preserving what makes Cullman unique while ensuring responsible planning for the future. He focuses on building relationships, promoting transparency, and serving citizens with practical, common-sense leadership.

Jason also serves as Chairperson of the Council’s Public Works Committee.

Paul Schaffer
Councilmember
Place 4 (Utilities)

Paul Schaffer was elected in August 2025 and was sworn in to begin his first term on the Cullman City Council on November 3, 2025. Born and raised in Cullman, Paul is employed with Bill Smith Buick GMC and brings a strong sense of community pride, dedication, and practical experience to his new role in city leadership.

A devoted husband, father, and grandfather, Paul is committed to keeping Cullman safe, welcoming, and prosperous. His priorities include public safety, smart growth, and enhancing the quality of life for local families—working to ensure Cullman remains a city we’re all proud to call home.

Paul also serves as Chairperson of the Council’s Utilities Committee.

Woody Jacobs
Mayor
Mayor’s Office

Mayor Woody Jacobs began his third consecutive term as Mayor on November 3, 2025. A dedicated public servant, Woody previously served as Cullman City Council President from 2000 to 2008 before being elected Mayor in 2016.

Under his leadership, Cullman has seen steady growth, improved infrastructure, and enhanced public services, all while preserving the small-town character and community spirit residents value. He remains committed to fiscal responsibility, public safety, and quality of life initiatives that keep Cullman strong and thriving.
