The Water Department’s responsibilities include building, maintaining, and replacing water lines and connectors; repairing damaged water lines; responding to service calls; setting up and maintaining customer accounts; reading water meters; and answering questions regarding water rates, services, and bills.
The Wastewater (Sewer) Department’s responsibilities include building and replacing sewer lines, connections, and manholes; inspecting and repairing existing lines and structures; responding to service calls; inspecting lines constructed by private contractors; restoring streets, curbs, and other sites when work is completed.

LEAK ADJUSTMENT POLICY
Customers may receive one (1) leak adjustment in a twelve (12) month period.
To qualify for a leak adjustment:
- Your usage must be two (2) times more than your past twelve (12) month average.
- You must have lived at the current address for a minimum of six (6) months.
- You must provide proof that the leak has been fixed (typically a receipt for the repair).
- The duration of the leak cannot exceed a three (3) month period.
Leak adjustments are calculated as follows:
- Amount paid by the customer to the City during leak minus the most current twelve (12) month average of the customer for each month during the customer’s leak equals the leak adjustment to the customer which will be credited to the customer’s account with the City.
All adjustments are subject to the approval of the Water and Wastewater Superintendent. If special circumstances related to an adjustment arises, the Superintendent will forward the adjustment to the City Clerk and/or Legal Counsel of the City of Cullman to resolve the matter.
POOL FILL ADJUSTMENT
Customers may receive one (1) pool fill adjustment in a twelve (12) month period.
To qualify for a pool fill adjustment:
- You must allow the City to read the meter before and after the pool is filled.
Pool fill adjustments are calculated as follows:
- Gallons used to fill the pool from the readings by the City times sewer rate equals the pool fill adjustment to the customer which will be credited to the customer’s account with the City.
All adjustments are subject to the approval of the Water and Wastewater Superintendent. If special circumstances related to an adjustment arises, the Superintendent will forward the adjustment to the City Clerk and/or Legal Counsel of the City of Cullman to resolve the matter.

The U.B. Water Division Water Treatment Plant, managed by Brian Styles, is located on U.S. Highway 278 East, inside the Cullman city limits.
The plant is a 24 M.G.D. surface water plant serving approximately 110 thousand customers. Each day, the staff of the Water Treatment Plant works to ensure that the water delivered from the facility meets all regulatory requirements and customer expectations for safety, reliability, and quality.
Over the years the Water Treatment Plant has received numerous awards for excellence in management, operations, and employee achievement. The Cullman Water Plant has 11 Grade IV Certified Operators. Grade IV is the highest level of certification that ADEM recognizes.
The Water Treatment Plant is owned and operated by the Utilities Board of the City of Cullman and serves residential, commercial, and public authorities in Cullman County. The water sources for the City of Cullman are Lake Catoma and Duck River Reservoir.

The City of Cullman Wastewater Treatment Plant is a 4.75 mgd (million gallon per day) rated plant, with a state-of-the-art treatment facility.
Soiled wastewater is collected via one hundred miles, more or less, of varying size pipes. Wastewater is treated by a two-stage biological contact chamber system, and with clarification and ultraviolet disinfection. Treated water is then discharged into the receiving stream (Eightmile Creek).
Samples are routinely collected and tested, per ADEM (Alabama Department of Environmental Management) and federal regulations.
Tucked away in a peaceful wooded area off US Highway 278 East lies Duck River, a 640-acre man-made reservoir that provides Cullman, Alabama and the surrounding area with a long-term supplemental clean water source and doubles as a versatile outdoor recreation area open to the general public. More than 21 miles of safe and scenic hiking and biking trails that were designed in harmony with nature circumnavigate the lake, which has two boat launches and is stocked with a variety of fish. Regardless of whether you are training for the next marathon, trying to break your personal fishing record, or simply want to take a leisurely stroll in the shade, you are sure to enjoy the treasure that is Duck River.
Here are some of the general locations from the recent MLF and MossBack Duck River Artificial Habitat Project from May 11th! Around 85 structures were installed in and around these areas of the lake through the help of Major League Fishing-Fisheries Management Division, Berkley Labs, Mercury Marine MossBack Fish Habitat to host the Minn Kota Habitat Restoration Project. If you fish these areas, we ask that you do not move or alter them in anyway. Also, do not place unauthorized fishing habitats in the lake. Good Fishing!

The Utilities Board of the City of Cullman, Alabama was incorporated as a public corporation under the provisions of Section 394 to 402, inclusive of Title 37 of the Code of Alabama, as amended, and Act No. 175 adopted at the 1951 regular Sessions of the Legislature of Alabama. It operated the Water Works Systems of the City of Cullman, Alabama and, on October 16, 1951, assumed the operations and control of the Electric Department with 2,947 customers. Today the utility serves over 8,700 customers. The Utilities Board owns and operates the electric distribution systems and purchases electric energy from the Tennessee Valley Authority (TVA) for distribution to its customers.
