Water Department
The Water Department is responsible for ensuring safe, reliable water service to all customers within the City of Cullman’s service area. Core responsibilities include:
- Constructing, maintaining, and replacing water lines and service connections.
- Repairing damaged or leaking water lines to restore service quickly and prevent water loss.
- Responding to customer service calls related to water quality, pressure concerns, and line issues.
- Setting up and maintaining customer accounts, including billing and service changes.
- Reading and monitoring water meters to ensure accurate billing and usage reporting.
- Answering questions regarding water rates, services, and customer accounts.
The Water Department works proactively to maintain system reliability and provide high-quality drinking water to residents, businesses, and visitors.
Wastewater (Sewer) Department
The Wastewater Department is responsible for the safe and efficient operation of the city’s sewer collection system. The department protects public health and the environment through responsible wastewater management. Responsibilities include:
- Constructing and replacing sewer lines, service connections, and manholes.
- Inspecting and repairing existing sewer infrastructure to prevent backups, overflows, and environmental impacts.
- Responding to service calls related to blockages, sewer odors, and line concerns.
- Inspecting sewer lines installed by private contractors to ensure compliance with city standards.
- Restoring streets, curbs, and other areas once sewer repairs or construction work is completed.
Together, the Water and Wastewater Departments help maintain essential utility services and support the long-term health, safety, and infrastructure needs of the City of Cullman.

LEAK ADJUSTMENT POLICY
Customers may receive one (1) leak adjustment in a twelve (12) month period.
To qualify for a leak adjustment:
- Your usage must be two (2) times more than your past twelve (12) month average.
- You must have lived at the current address for a minimum of six (6) months.
- You must provide proof that the leak has been fixed (typically a receipt for the repair).
- The duration of the leak cannot exceed a three (3) month period.
Leak adjustments are calculated as follows:
- Amount paid by the customer to the City during leak minus the most current twelve (12) month average of the customer for each month during the customer’s leak equals the leak adjustment to the customer which will be credited to the customer’s account with the City.
All adjustments are subject to the approval of the Water and Wastewater Superintendent. If special circumstances related to an adjustment arises, the Superintendent will forward the adjustment to the City Clerk and/or Legal Counsel of the City of Cullman to resolve the matter.
POOL FILL ADJUSTMENT
Customers may receive one (1) pool fill adjustment in a twelve (12) month period.
To qualify for a pool fill adjustment:
- You must allow the City to read the meter before and after the pool is filled.
Pool fill adjustments are calculated as follows:
- Gallons used to fill the pool from the readings by the City times sewer rate equals the pool fill adjustment to the customer which will be credited to the customer’s account with the City.
All adjustments are subject to the approval of the Water and Wastewater Superintendent. If special circumstances related to an adjustment arises, the Superintendent will forward the adjustment to the City Clerk and/or Legal Counsel of the City of Cullman to resolve the matter.

The U.B. Water Division Water Treatment Plant, managed by Brian Styles, is located on U.S. Highway 278 East within the Cullman city limits. This modern facility plays a vital role in supplying clean, reliable drinking water to the region.
The plant is a 24 M.G.D. (million gallons per day) surface water treatment facility that serves approximately 110,000 customers. Every day, the Water Treatment Plant staff works to ensure that the water produced meets or exceeds all state and federal regulatory standards, as well as customer expectations for safety, consistency, and overall quality.
Over the years, the Water Treatment Plant has earned numerous awards recognizing excellence in operations, management, and staff performance. The facility is operated by 11 Grade IV Certified Operators, the highest level of certification recognized by the Alabama Department of Environmental Management (ADEM). This level of expertise reflects the division’s strong commitment to professionalism, continuous improvement, and the highest standards of water treatment.
The Water Treatment Plant remains dedicated to delivering safe, dependable drinking water and supporting the long-term health and growth of the Cullman community.
The Water Treatment Plant is owned and operated by the Utilities Board of the City of Cullman and serves residential, commercial, and public authorities in Cullman County. The water sources for the City of Cullman are Lake Catoma and Duck River Reservoir.

The City of Cullman Wastewater Treatment Plant is a 4.75 million-gallon-per-day (MGD) facility equipped with advanced, state-of-the-art technology designed to safely and efficiently treat the community’s wastewater.
Wastewater is collected through approximately 100 miles of sewer pipelines of various sizes before reaching the treatment facility. Once onsite, wastewater undergoes a comprehensive treatment process that includes:
- A two-stage biological contact chamber system for biological treatment.
- Clarification to remove solids and impurities.
- Ultraviolet (UV) disinfection to eliminate harmful pathogens without the use of chemicals.
After treatment, the clean, disinfected water is safely discharged into Eightmile Creek, the facility’s designated receiving stream.
To ensure compliance and environmental protection, plant staff routinely collect and analyze samples in accordance with Alabama Department of Environmental Management (ADEM) regulations and federal requirements. These rigorous testing standards help maintain water quality and protect local waterways, public health, and the surrounding ecosystem.

Tucked within a peaceful wooded area off U.S. Highway 278 East, Duck River is a 640-acre man-made reservoir that provides Cullman and the surrounding communities with a long-term supplemental source of clean drinking water. Beyond its vital role in regional water supply, Duck River has also become one of the area’s most cherished outdoor recreation destinations.
More than 21 miles of scenic hiking and biking trails encircle the lake, thoughtfully designed to blend with the natural landscape and offer a safe, enjoyable experience for visitors of all ages. The reservoir features two public boat launches and is actively stocked with a variety of fish species, making it an ideal location for anglers, outdoor enthusiasts, and families looking to spend time outside.
Whether you’re training for your next marathon, hoping to beat your personal fishing record, or simply enjoying a quiet, shaded walk in nature, Duck River provides a welcoming escape and a true community treasure.
Fish Habitat Enhancement Project
As part of ongoing efforts to improve fisheries and habitat quality, approximately 85 artificial habitat structures were installed throughout designated areas of the lake during the Major League Fishing (MLF) and MossBack Duck River Artificial Habitat Project on May 11. This initiative was made possible through the partnership of:
• Major League Fishing – Fisheries Management Division.
• Berkley Labs.
• Mercury Marine.
• MossBack Fish Habitat.
• Minn Kota Habitat Restoration Project.
These structures are designed to enhance fish populations, improve angling opportunities, and support the long-term ecological health of the reservoir.
If you fish in these areas, please do not move or alter the installed habitats, and do not place any unauthorized structures in the lake. Protecting these improvements ensures better fishing and a healthier ecosystem for everyone.

Lake Catoma – Primary Water Source
Lake Catoma is the City of Cullman’s main source of drinking water and one of the community’s most critical infrastructure assets. Constructed in the mid-1960s to meet Cullman’s growing water needs, the reservoir now supplies clean, reliable drinking water to residents, businesses, and portions of surrounding counties.
Covering more than 500 acres, Lake Catoma is part of the Eightmile Creek watershed and is managed by the Utilities Board to ensure long-term water quality and dependable service. The lake was designed specifically as a drinking water reservoir, and strict protections are in place to preserve its purity. For this reason, swimming, wading, and water skiing are not permitted, and recreational use is limited.
Even with these restrictions, Lake Catoma remains a valued natural resource. Visitors enjoy its peaceful setting, opportunities for bank fishing, and the quiet beauty of the surrounding landscape. The reservoir also serves as an important buffer during periods of drought by helping stabilize the region’s available water supply.
Through careful management and long-term planning, Lake Catoma continues to support Cullman’s growth while ensuring a safe and sustainable drinking water supply for generations to come.

CULLMAN POWER BOARD
The Utilities Board of the City of Cullman, Alabama was incorporated as a public corporation under the provisions of Section 394 to 402, inclusive of Title 37 of the Code of Alabama, as amended, and Act No. 175 adopted at the 1951 regular Sessions of the Legislature of Alabama. It operated the Water Works Systems of the City of Cullman, Alabama and, on October 16, 1951, assumed the operations and control of the Electric Department with 2,947 customers. Today the utility serves over 8,700 customers. The Utilities Board owns and operates the electric distribution systems and purchases electric energy from the Tennessee Valley Authority (TVA) for distribution to its customers.
